When the West Virginia Lottery set out to launch its 2025 holiday campaign, our team at Inner Action Media saw an opportunity to create something bold, memorable, and perfectly aligned with their playful brand voice.
As the Lottery’s agency of record for nearly a year, we’ve helped deliver campaigns that inform, entertain, and connect with audiences across the state. For this project, our shared goal was simple:
Create a lighthearted, comedic commercial that made holiday-themed tickets feel like the must-have gift of the season.
The result, Holiday Hitmaker, was conceived, produced, and distributed entirely by our in-house creative, production, and strategy teams. The finished spot is energetic, humorous, and full of holiday cheer.

The creative challenge was to find a fresh way to celebrate a familiar product, one that could spread holiday joy while driving awareness and engagement across TV, digital, and social channels.
Concept Development: Crafting the “Holiday Hit”
Every great campaign begins with a big idea.
Our brainstorming sessions were filled with whiteboards, coffee, and laughter as we explored how to make scratch-off tickets feel larger-than-life. We landed on the idea of “Holiday Hitmaker,” a tongue-in-cheek homage to the making of a hit holiday song.
We envisioned a playful main character who becomes the season’s “hitmaker” by gifting WV Lottery tickets, turning simple scratch-offs into the soundtrack of the holidays.
Through collaboration with the Lottery’s marketing team, we refined the tone and narrative to strike a balance between humor, nostalgia, and festive fun.
Pre-Production: Building the Foundation
Once the concept was approved, our team moved into pre-production, meticulously planning every detail. This phase included:
● Scriptwriting: Crafting a quick, comedic story that delivers the message in 30 seconds.
● Storyboarding: Visualizing each scene for seamless shooting.
● Casting: Selecting talent with the right comedic energy and warmth.
● Set Design: Creating a hybrid space that felt like a cozy holiday living room meets music video stage.
Production: Bringing the Hit to Life
Because IAM manages production entirely in-house, our team worked efficiently and creatively, adjusting on the fly to capture authentic reactions and spontaneous moments of joy. The energy on set was contagious, and that enthusiasm shines through in the final commercial.
Post-Production: Wrapping the Package
We layered in playful sound effects and festive music to enhance the comedic rhythm. The color grade added warmth and brightness, tying everything back to that unmistakable holiday glow.
In addition to the 30-second broadcast spot, we produced:
● 15-second and 6-second cutdowns
● Social media versions
● Digital and programmatic ad assets
By handling all post-production internally, IAM ensured every piece of creative remained visually cohesive and tonally consistent across all channels.
